A video of Muzaffarpur District Magistrate (DM) Subrat Kumar Sen has gone viral on social media, drawing widespread praise for his firm and balanced approach in handling a sensitive complaint about an alleged illegal meat shop on Shukla Road, a route frequented by Kanwar pilgrims.

The Incident

On July 7, ahead of the start of the Shravani Mela (beginning July 11), DM Subrat Kumar Sen visited several areas in Muzaffarpur, including Fakuli Mod and the Garib Sthan Temple, to inspect preparations and ensure both convenience and security for the upcoming festivities. Accompanied by Muzaffarpur SSP Sushil Kumar and other officials, the DM was listening to local citizens’ concerns and issuing necessary instructions on the spot.

During his visit to Garib Sthan Temple, a man approached DM Sen in front of several people, claiming that illegal meat and flower shops were being set up along the Kanwar route. The DM’s response was clear and stern: “It is for the administration to decide what is legal or illegal. If anyone tries to disturb the environment or give a different color to the issue, strict action will be taken against them—whoever they may be.”

He further directed his officers, “Everyone has the right to do business—just as flowers and pooja items are sold here, anyone can run any kind of business. If anyone tries to spread unnecessary rumors or disturb the atmosphere, identify them and take action. The police and administration will decide what is allowed and what is not.”

According to journalist Ritesh Anupam, the man who made the complaint identifies himself as Vikram Sarraf, president of Sahu Pokhar. Reports suggest he had been spreading rumors about illegal shops along the Kanwar route for several days. DM Sen, apparently aware of these activities, instructed SDO East Amit Kumar to investigate the claims and keep a close watch on the complainant to prevent any disturbance to public order.

DM Sen’s strict stance was further reinforced by his on-the-spot orders to local police and administrative officers: “Any attempts to spread rumors or disturb the atmosphere will be dealt with firmly. The administration alone will decide what is legal or illegal, and any unnecessary attempts to color the issue will face strict action.”
