The Noor Mukadam Case: A Harrowing Tale of Crime, Power, and Justice in Pakistan

In 2021, Pakistan was shaken by one of the most brutal and horrifying murder cases in its recent history—the tragic story of Noor Mukadam. This case not only exposed the dark underbelly of violence against women in the country but also highlighted the dangerous nexus of power, privilege, and impunity. Noor Mukadam’s murder became a symbol of the fight for justice in a society grappling with deep-rooted issues of gender-based violence.

Background: Noor Mukadam’s Life and Family

Noor Mukadam was a 27-year-old woman from an affluent and highly respected family in Islamabad, Pakistan’s capital. Born on October 23, 1993, in Amman, Jordan, Noor was the daughter of Shaukat Mukadam, a prominent Pakistani diplomat who had served as ambassador to South Korea and Kazakhstan. After retiring, Shaukat Mukadam settled with his family in Islamabad.

Noor was known to be a cheerful, beautiful, and well-mannered young woman. She belonged to a high-profile family and was well-liked by friends and acquaintances alike. Her life, however, took a tragic turn in July 2021.

The Fateful Day: July 19, 2021

On the morning of July 19, 2021, Noor’s parents left home for shopping, while Noor chose to stay behind. Everything seemed normal at first. But when her parents returned in the evening, Noor was nowhere to be found. They initially thought she might have gone to a friend’s house, but repeated calls and messages went unanswered, causing growing concern.

Around 10:40 AM the next day, Noor’s mother received a chilling voice message from Noor’s own phone. The message, which was never publicly released, reportedly contained Noor’s voice filled with fear—a clear sign of distress and danger.

In a desperate attempt to find Noor, her mother contacted one of Noor’s old friends, Zaheer Zakir Jaffar, who cut the call abruptly. Later, he called back, claiming ignorance of Noor’s whereabouts. Suspicious and worried, Noor’s parents tried to reach out to everyone, but no one had any information.

The Discovery: A Scene of Horror

On the night of July 20, 2021, police contacted Noor’s father, Shaukat Mukadam, asking him to come to the police station urgently. He was taken to a posh area in Islamabad’s Sector F-7, to the home of Zaheer Zakir Jaffar’s family, known to Shaukat as an old friend’s residence.
