Dog Issued Residential Certificate in Bihar: Major Action Taken Against Officials for Gross Negligence

In yet another example highlighting the severe laxity in Bihar’s revenue offices, a bizarre incident has come to light that has sparked widespread discussion across the state. Within the past few hours, social media and news circles in Bihar have been abuzz with the story of a dog being issued a residential certificate at the Masaurhi revenue office. The certificate, featuring the photo of a dog, has put the competency and credibility of government workings under sharp scrutiny once again.

This negligence is not unique or new in Bihar’s various revenue offices, but this latest case has amplified concerns significantly. The incident, which has been making rounds with the nickname “Dog Babu,” demonstrates how crucial documents are sometimes issued without any authentic verification or investigation.

Taking prompt action, the District Magistrate (DM) of Patna has suspended a revenue official and terminated another employee following an inquiry. The Masaurhi Sub-Divisional Magistrate (SDM) was ordered to complete a thorough investigation within 24 hours and register an FIR against those found responsible.

According to the SDM’s report, Revenue Officer Murari Chauhan and another official were found guilty of severe professional misconduct. The DM has recommended Chauhan’s suspension to the Department of Revenue and Land Reforms, noting that the application was forwarded without any substantial scrutiny, resulting in this egregious mistake.

Additionally, the role of IT assistant Mantu Kumar was found to be questionable. Kumar was responsible for advancing the application for approval under the revenue officer’s login without proper verification. Viewing his negligence as severe, the DM has immediately dismissed him from service.

The internal inquiry also uncovered that the applicant misused someone else’s ID and submitted a fraudulent affidavit to obtain the residential certificate. Police have now begun an investigation against the applicant, and the DM has assured that strict action will be taken against everyone involved in this act of forgery and mockery of the official process.

This isn’t the first time such carelessness has been reported. Recently, a similar incident occurred where a certificate was issued in the name of “Sonalika Devi” using the photo of a Sonalika tractor. Both these cases starkly highlight the profound lack of oversight and due diligence within the revenue offices of Bihar.

The Patna DM has made it clear that not only will action be taken against negligent officers, but also against applicants attempting to exploit loopholes for personal amusement or fraud. Anyone found involved in such deceptive acts will be dealt with strictly.

This episode illustrates just how critical it is for government offices to exercise thorough scrutiny over documents and applications. Failure to do so not only questions the credibility of public administration but also encourages fraudulent activities.
